ISLAMABAD: On Thursday, the Federal Board of Revenue (FBR) approved the entrance of Azerbaijani registered cars conveying transit and bilateral commerce cargo into Pakistan.
The FBR issued SRO.25(I)/2025 on Thursday to notify the Azerbaijan-Pakistan Transit Trade Rules 2024 under the Azerbaijan-Pakistan Transit Trade Agreement, 2024, for the processing of transit trade goods to and from Azerbaijan through the listed ports using the Customs Computerized System.
It will cover Azerbaijan’s cargo imported through Karachi Port, Port Muhammad Bin Qasim, and Gwadar Port, as well as its cargo exported to other nations via Karachi Port, Port Muhammad Bin Qasim, and Gwadar Port.
According to the rules, Azerbaijan-registered vehicles with valid permits and used for transit and bilateral trade cargo may enter Pakistan without submitting any financial security for the duty and taxes levied on the vehicle, on the basis of reciprocity, as agreed upon by the two Contracting Parties.
The guidelines stated that all transport operators and Customs clearing agents handling transit goods must create and maintain a “Revolving Insurance Guarantee PD Account” with Customs.
The new guidelines require the Directorate General Reforms and Automation, Karachi, to generate one or more user IDs.
Foreign enterprises, such as traders, government organizations, the United Nations (UN), or diplomatic missions, must complete the required registration proforma and electronically submit it to the relevant Ministry of Azerbaijan’s Customs Computerized System.
The vehicles conveying transit and bilateral commodities must be licensed by the Contracting Parties’ competent authorities as transport operators allowed to perform international transportation.
Every vehicle departing or entering Pakistan must possess a valid permit issued by the appropriate authorities in the approved format.
The FBR stated that the Directorates of Transit Trade in Peshawar, Quetta, and Gwadar will be empowered to issue and manage permits at their respective land border customs stations.
